The INSTITUTE OF POSTGRADUATE EDUCATION “CAREER DEVELOPMENT CENTER OF THE STATE EMPLOYMENT SERVICE” (IPE “CDСSES”) was officially registered on 22 August 2022 and became an important part of the system of the State Employment Service of Ukraine. The center was created on the basis of the Institute for Personnel Training of the State Employment Service of Ukraine, which allowed preserving and increasing many years of experience in the field of professional training and advanced training.
The center successfully combines tradition and innovation, creating a new quality of education that meets the requirements of the modern labor market and effectively responds to its challenges.

The Center’s teachers are highly qualified specialists with many years of experience in the field of employment, education and professional development. Each teacher is an expert in his field, which allows students to receive relevant and practically oriented knowledge. The educational institution has developed and implementeddistance learning platform «SKILLWAY».
The distance learning platform operates 24/7.
By 2025, it is planned to train more than 3,500 people who will receive modern professional competencies.
The VET institution actively develops international activities with the aim of integration into the modern European educational space.
The key areas of international activities are:
- promoting international mobility of workers, namely creating conditions for specialists to participate in professional exchanges, international internships and study visits, as well as hosting international experts to exchange best practices;
- development of partnerships with foreign institutions for joint implementation of best practices;
- modernization of the educational process in accordance with European Union standards;
- participation in international projects and grant programs to obtain funding for the implementation of educational initiatives, modernization of infrastructure, staff training, and digitalization of the educational process.
- supporting the green and digital transition, which is in line with the strategic priorities of the European Union (the introduction of environmentally sustainable practices, energy-efficient technologies, as well as the development of digital competencies as key skills of the future).

Completed projects
A joint project to improve the skills of specialists of the State Employment Service and the National Qualifications Agency has been implemented.
From September to November 2025, a large-scale training program “Career Counseling in New Realities: Effective Tools, Communication, and Stress Resistance of a Specialist” was successfully implemented in Ukraine on the basis of the INSTITUTION OF POSTGRADUATE EDUCATION “CAREER DEVELOPMENT CENTR OF THE STATE EMPLOYMENT SERVICE“.
The project was implemented by Helvetas Swiss Intercooperation in partnership with the Ministry of Economy of Ukraine, the State Employment Service, the National Qualifications Agency and the INSTITUTION OF POSTGRADUATE EDUCATION “CAREER DEVELOPMENT CENTR OF THE STATE EMPLOYMENT SERVICE” with in the framework of the initiative “Supporting the Economic Development of Internally Displaced Persons and Persons Affected by the War in Ukraine”. Funding was provided with the support of the Ministry of the Interior of the Czech Republic.
The training took place at the Center, which provided comprehensive technical, methodological, and organizational conditions for the effective work of participants and trainers, as well as proper support of the educational process in accordance with modern requirements of postgraduate education.
Purpose and objectives of the program
The program aimed to:
- improving the professional competence of career counselors and other specialists of the State Employment Service, as well as specialists of the National Qualifications Agency;
- development of communication skills and the ability to effectively interact with different categories of clients, in particular representatives of vulnerable groups of the population – veterans, people aged 60+, people with disabilities, internally displaced persons and people affected by war;
- developing stress resistance and self-regulation skills in professional activities;
- improving the ability to apply analytical labor market data in the career counseling process;
- introduction of modern tools and technologies of career counseling in accordance with new socio-economic conditions.
Participants and training format
The target audience of the program was 200 participants, including 175 specialists from the State Employment Service and 25 representatives of the National Qualifications Agency.
During the implementation of the program, special attention was paid to the principles of social inclusion. Among the participants of the training were representatives of various vulnerable groups of the population, which emphasizes the relevance and social significance of the program in today’s conditions.
The training took place in a blended format, combining face-to-face classes, an online module, and interactive support for participants. This approach ensured high student engagement and facilitated effective acquisition of practical skills.
Program structure
The program consisted of three training days:
- online module (1 day) – modern approaches to career counseling, working with labor market data, developing public speaking skills, stress management, and self-regulation techniques;
- offline modules (2 days) – training “Assertive Communication as an Effective Tool in Modern Customer Service”, aimed at developing assertiveness, empathetic communication, and customer orientation.
Evaluation
The training program received high marks from the participants. They noted the high level of organization of the event, the professional work of the trainers, the friendly learning atmosphere, strict adherence to the schedule, and thoughtful logistics.
The positive feedback from the students was also the result of the high-quality methodological and organizational support from the Center, which contributed to the creation of a comfortable and effective educational environment. The participants positively assessed the combination of theoretical knowledge with practical exercises, teamwork, and the exchange of professional experience.
Results
The results of the training demonstrated the development of key competencies in the field of career counseling, increased stress resistance, effective communication of specialists.
For the INSTITUTION OF POSTGRADUATE EDUCATION “CAREER DEVELOPMENT CENTR OF THE STATE EMPLOYMENT SERVICE” participation in the implementation of this joint project was an important step in expanding the practice of implementing modern educational programs and confirmed its potential as a platform for the professional development of employment service specialists in the context of labor market transformation and post-war reconstruction of Ukraine.
